CHAIRMAN COBLE INTRODUCES DATABASE BILL
Rep. Howard Coble (R-N.C.), chairman of the Subcommittee on Courts and
Intellectual Property, introduced H.R. 354 on January 19, "Collections
of Information Antipiracy Act," which would add a new chapter to title
17, U.S.C., to prohibit misappropriation of collections of information.
The bill is almost identical to legislation that passed the House in the
last Congress. However, in introducing the measure, Coble said he has
"made changes to clarify and embody fair use and to address the issue of
perpetual protection. These two changes address key concerns voiced by
the nonprofit scientific, educational, and research communities during
our consideration last term." To read the legislation, introductory
