Copyright Office Announces Initiation of Voluntary Negotiation Period

The Copyright Office is announcing the voluntary periods for determining reasonable rates and terms for the statutory licenses permitting the public performance of a sound recording by means of certain digital transmissions (section 114(f) of the Copyright Act) and the making of an ephemeral recording (section 112(e)). The negotiation period will begin with the publication of this notice in the Federal Register during the week of January 10. The notice is available now on the Copyright Office's Website, and a second NewsNet will be sent when the citation for the Federal Register is available
later this week.

Petitions for an arbitration proceeding to set the rates and terms for these licenses for the 2-year period beginning Jan. 1, 2001, may be filed with Copyright Office during the 60-day period beginning July 1, 2000.
