RATE ADJUSTMENT FOR NONCOMMERCIAL EDUCATIONAL BROADCASTING COMPULSORY LICENSE (63 FR 10414)
The Copyright Office announced the schedule for the 180-day arbitration period for the adjustment of the royalty rates for the noncommercial educational broadcasting compulsory license as required by the regulations governing this proceeding.

NOTICE OF PROPOSED RULEMAKING (63 FR 15802)
The Copyright Office proposed new fees for special services. The effect of these proposed regulatory amendments is to increase existing fees and to institute fees for existing special services as authorized in the Copyright Act. These fees are limited to such special services and each fee is based on the actual cost to the Office of providing that service. The proposed amendments include revisions to existing fees covering full-term storage, special handling of copyright registration, and other expedited services. They also institute new fees for existing services, such as processing appeals and handling underfunded deposit accounts.
Important Date: Written comments are due by May 11, 1998 in the Office of the General Counsel, U.S. Copyright Office. Instructions for submitting comments may be found in the Federal Register posting at the Copyright Office website.

REGISTER PRESENTS BUDGET REQUEST TO HOUSE SUBCOMMITTEE
On Feb. 3 Register of Copyrights Marybeth Peters presented the Copyright Office budget request for fiscal year 1999 to the House Subcommittee on Legislative Appropriations.

SENATOR HATCH INTRODUCES S.1720
On March 5 Senator Orrin Hatch introduced the "Copyright Compulsory License Improvement Act," which would amend title 17, U./S.C., to reform the copyright law with respect to satellite retransmissions of broadcast signals, and for other purposes.
