OFFICE CORRECTS ERROR IN FINAL RULE
The Copyright Office is correcting an error contained in the definition section of the final rule published on February 6, 2004, that set rates and terms for the section 112(e) and section 114 licenses (69 FR 5693). The rates and terms apply to the public performance of a sound recording by means of certain eligible nonsubscription transmissions and digital transmissions made by a new type of subscription service. An error appeared in the definition of the term "Aggregate Tuning Hours," and pertains to the example illustrating the calculation of Aggregate Tuning Hours. The correct phrase "If three minutes" was changed to "If 30 minutes" in the printing process. This document corrects that error. For further information, click here.
OFFICE AMENDS "BEST EDITION" REQUIREMENTS FOR MOTION PICTURES
To account for recent technological developments and to make editorial changes clarifying requirements, the Copyright Office is amending the "best edition" requirements for deposits of published motion pictures. The Copyright Office is publishing this amendment as a final rule. However, the public may submit written comments by no later than March 29, 2004. The rule will take effect on April 26, 2004, unless the Office receives adverse substantive comments and publishes a notice withdrawing the rule before that date. For further information, click here.

Deadline for receipt of claims to the 2003 DART royalties. However, note that the Office encourages claimants who file online to do so by February 29, 2004. Claims filed online must be received on the Office's server by 11:59 p.m. EST on March 1, 2004.
