Beginning November 18, the initial round of comments in the Copyright Office triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works may be filed electronically through the Copyright Office website. Comments will be limited to those proposing specific classes of works to be exempted.

Deadline for the second round of comments in the Copyright Office triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works. Those who oppose or support any exemptions proposed in the initial comments will have the opportunity to respond to the proposals made in the initial comments and to provide factual information and legal argument addressing whether a proposed exemption should be adopted.


The Copyright Office Initiates Its Triennial Rulemaking Proceeding on Exemptions from the Prohibition on Circumvention of Technological Measures That Control Access to Copyrighted Works

The Copyright Office is initiating its triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works. The initial notice of inquiry will be published in the Federal Register next week and is now available by selecting "Anticircumvention Rulemaking" from the Copyright Office website.

In this rulemaking, the initial round of comments, due December 18, will be limited to comments proposing specific classes of works to be exempted. In the second round of comments, due February 19, 2003, persons who oppose or support any exemptions proposed in the initial comments will have the opportunity to respond to the proposals made in the initial comments and to provide factual information and legal argument addressing whether a proposed exemption should be adopted.

Requirements for the content of comments have changed since the previous rulemaking, and those wishing to comment are encouraged to file comments electronically through the Copyright Office website. (Read details.)
